This sub-sub-indicator assesses the extent to which legislative records (at least transcripts of debates/votes, roll call vote, and full text of bills) are accessible to the public online or at the cost of photocopying, most records are available within a day of legislative proceedings, and there is a complete, easily available legislative archive either on or offline.
