This sub-indicator assesses the extent to which poor people enjoy the same level of civil liberties as rich people do. This question specifies the extent to which the level of civil liberties is generally the same across socioeconomic groups so that people with a low social status are not treated worse than people with high social status. Here, civil liberties are understood to include access to justice, private property rights, freedom of movement, and freedom from forced labour.
