Quality of Public Administration

This sub-sub-indicator assesses the extent to which civilian central government staffs (including teachers, health workers, and police) are structured to design and implement government policy and deliver services effectively. Civilian central government staffs include the central executive together with all other ministries and administrative departments, including autonomous agencies. It excludes the armed forces, state-owned enterprises, and sub-national government. The key dimensions for assessment are: i) Policy coordination and responsiveness; ii) Service delivery and operational efficiency; iii) Merit and ethics; and iv) Pay adequacy and management of the wage bill.
