This sub-indicator assesses the extent to which social safety nets exist to compensate for social risks of the capitalist economic system, such as unemployment or poverty, and alleviate handicaps such as old age, illness, or disability. It assesses the form of compensation, the funding, the structure of the welfare regime and the coverage/inclusiveness of social safety nets.
