Absence of Non-state Actor Violence Against Civilians
This sub-indicator measures the number of violent events against civilians perpetrated by non-state actors. Violence against civilians is a violent event where an organised armed group deliberately inflicts violence upon unarmed non-combatants. By definition, civilians are unarmed and not engaged in political violence. Protesters are also civilians, and significant violence against protesters falls under this category. Non-state actors include rebels, political and communal/identity militias and external forces.
