Independence of Election Monitoring Agencies

This sub-sub-indicator assesses the extent to which electoral officials are always chosen through merit-selection systems, the extent to which appointees are disciplined/removed only through due process by a peer panel/oversight body, and whether appointees are not removed when a new administration takes power.
