Absence of Government Violence Against Civilians
This sub-sub-indicator measures the number of violent events against civilians perpetrated by government forces. Violence against civilians is a violent event where an organised armed group deliberately inflicts violence upon unarmed non-combatants. By definition, civilians are unarmed and not engaged in political violence. Protesters are also civilians, and significant violence against protesters falls under this category. State forces are defined as collective actors that are recognised to perform government functions, including military and police, over a given territory.
