This sub-indicator assesses the extent to which state jobs and state business opportunities are equally open to qualified individuals regardless of their urban-rural location. Urban areas are defined as an area that meets the following conditions: population density exceeds a threshold of 150 persons per square kilometre, there is access to a sizeable settlement of 50,000 people or more within some reasonable travel time, for example 60 minutes by road.
