Equal Party Access To State-owned Media

This sub-indicator assesses the extent to which candidates/political parties have equal access to and receive fair treatment in state-owned media outlets, access is equal in both news reports and editorial commentary, and candidates/political parties are offered the same rates for campaign advertising.
